In the early Twentieth Century, membership records were sent to the Presiding Bishop’s office in Salt Lake City when a person moved from a ward or branch. Then when the person found a new ward, the new bishop could request the records from the Presiding Bishop’s Office. It is very much the same way today, but they were not using computers and did not need to keep track of so many members. The “removal notice” just meant that they had moved from the branch.
